On Saturday, October 6, 2012 Town Manager Kelly Arnold presented the proposed 2013 Town of Windsor budget to Town Board at their work session. This presentation was the culmination of months of preparation on the part of Town Board and many Town employees.

The final hearing and approval of the budget was held Monday, November 26.
Following a public hearing, the Town Board unanimously approved the 2013 budget.

Highlights of the Budget Include:

  • $32.1 million total (compared to $35.8 million for 2012)
  • Decreased capital spending due to large projects completed in 2012. Projects for 2013 are:

    • 3 million gallon water tank construction
    • Increased street overlays
    • Begin the Law Basin Master Channel drainage project
    • Eagle Crossing Subdivision development
    • Park and trails improvements including Northern Lights Park development, Main Park east playground upgrade, a trail connecting Westwood Village to the Poudre River Trail, a trail adjacent to south 7th Street, and other trail extensions along with irrigation reconstruction projects
    • Water and sewer infrastructure improvements
    • Continue ADA Title II compliance projects
  • Three positions added (consolidating positions for a net addition of 0.72FTE) a 21% growth since 2006 with a population growth of 31%
  • Implementation of employee compensation and reclassification market survey and a 2% merit pool

Financial Reporting
Finance Director is responsible for timely, accurate financial reporting in accordance with federal, state and Town Board requirements. Budget Analyst assists in producing report for GFOA award submission.
